Preventing Opioid Misuse in the States and Territories

Preventing Opioid Misuse in the States and Territories: A Public Health Framework for Cross-Sector Leadership

Important partnerships are being made to address the opioid epidemic and the multide of factors that come with this public health crisis. The Association of State and Territorial Health Officials (ASTHO), in collaboration with the National Association of State Alcohol and Drug Abuse Directors (NASADAD), developed the Preventing Opioid Misuse in the States and Territories framework. This public-health framework provides a tool to assist territories/states/jurisdictions in organizing resources, identifying current strengths and/or gaps in their organizational structures, and to shine light on opportunities for greater communication and strategic collaboration.

This is a living framework and will be updated according to what is most relevant to public health leaders!

Four areas of focus:

1. Monitoring and Surveillance

2. Prevention and Education

3. Reduce and Manage Access

4. Treatment and Recovery
