Cheryl Esters is the Compliance and Quality Assurance Manager for Solano County Health and Social Services. Ms. Esters developed and implemented the County’s Compliance Program in 2001 and coordinates audits, investigations, and training. She has worked in the healthcare arena for 35 years.
Ms. Esters was recognized by the State of California, Secretary of Health and Human Services for her efforts in serving as a member of the California Privacy and Security Advisory Board (PSAB) in researching privacy regulations and developing policies and standards for the exchange of personally identifiable information.
Ms. Esters worked in collaboration with state and county staff distinguishing herself as knowledgeable of the compliance challenges counties face as well as solutions to those challenges. Simultaneously, Ms. Ester’s was a facilitator and problem solver who was able to calmly advance the agenda when state and federal regulations presented obstacles for county operations.
She is on the Leadership Team for the California Privacy, Security and Compliance Officers State Workgroup and has presented at the Health Care Compliance Association’s Annual Institute.
Ms. Esters is a member of the American Health Information Management Association (AHIMA) and International Association of Privacy Professionals (IAPP) where she has served in the capacity of Young Privacy Professional Leader.
