About the Call

  • Main topic: We'll begin our orientation and exploration of the six domains with an overview and discussion about one of the key change drivers within Health Care today: Trusted Exchange Framework and Common Agreement (TEFCA). This is one of the forces that will drive change within health care interoperability into the foreseeable future. We'd like to introduce other (non-health) domain partners to TEFCA so they understand the implications and can begin thinking about its impact to their organizations and domain.
  • Our guest presenter for Friday's call is Lee Barrett. Among his other duties he is the Executive Director of The Electronic Healthcare Network Accreditation Commission (EHNAC), a federally recognized, standards development organization designed to improve transactional quality, operational efficiency and data security in healthcare, where has served in that capacity since the commission’s inception in 1993. 
  • As time permits, we'll also discuss opportunities and ideas for forming a 2nd LGT Project Team and also brainstorm and discuss topics and other speakers for the next two months of LGT's meetings.  Education domain discussion is being planned for September 13th, along with an update by the Person Matching Workgroup.

About TEFCA Presentation

In latter February 2019, the Office of the National Coordinator for Health IT (ONC) released a proposed rule to implement multiple health IT-related elements of Cures, including provisions on information blocking and certification of health IT using standards-based open application programming interfaces (APIs). On April 19, ONC released an updated second draft of its Trusted Exchange Framework and Common Agreement (TEFCA), first released in January 2018 and also required by Cures. Taken together, these documents seek to accelerate and reshape the U.S. interoperability landscape. 

This presentation will focus on reviewing the TEFCA Draft 2 proposed rule which seeks to complement the API data access model by creating a framework for trusted exchange that provides the integration between organizations, health information exchanges, networks, and frameworks that are increasingly exchanging health information. The TEFCA would use a consistent, standards-based trust framework that enables nationwide organizational and individual queries for health information as well as the ability to push health information messages to targeted locations.

 

About the Speaker, Lee Barrett

Lee Barrett is the Executive Director of The Electronic Healthcare Network Accreditation Commission(EHNAC), a federally recognized, standards development organization designed to improve transactional quality, operational efficiency and data security in healthcare, where has served in that capacity since the commission’s inception in 1993. He has 10 years of experience leading healthcare professional services organizations including PricewaterhouseCoopers, SAIC, Covansys and Virtusa and 20 years in senior management roles in payer organizations including Travelers and Aetna. He has held senior leadership positions with the American Dental Association Business Enterprises Inc. (ADABEI), the for-profit, wholly owned subsidiary of the ADA, a provider organization and has led several healthcare software/services development companies including: MBEXX, Claredi, HealthEC and others in which for many he facilitated their growth and acquisition. He has served as chairman of WEDI, and ASCX12N Insurance Subcommittee and currently serves on the eHi Leadership Council and DirectTrust Board and has been on many other industry boards.

A member of both the HHS Cybersecurity Task Force (405d) and ONC Fast Healthcare Interoperability Resources (FHIR) Tiger Team as well as Chair of the National Trust Network Data Sharing and Cybersecurity Task Group, Barrett works on key HIT industry initiatives that lay the foundation for health information technology – including support and implementation of important healthcare legislative mandates. He speaks nationally regarding security, privacy, ransomware and cybersecurity risk management/assessment and mitigation strategies, tactics and best practices and is a continued go-to resource for industry media.
