This week’s Let’s Get Technical interactive webinar will focus on the Health Domain for the National Information Exchange Model and, in particular, the reasons the US Department of Health and Human Services is interested in creating a Health Domain for NIEM. Stewardship of the domain is envisioned as a partnership of HHS with other federal partners, in collaboration with the private sector. In addition, the presentation will provide an update on the current status of the NIEM Health Community of Interest. Our guest presenter will be Robert Tagalicod, Senior Advisor in HHS’ Office of the Chief Information Officer. The conversation – led by NIC President Daniel Stein – will also include a preview of NIC’s upcoming role in helping to identify and prioritize key use cases and exchanges on which the NIEM Health Domain will focus once it’s established. Finally, participants will hear from key NIEM stakeholders about their vision and support for NIEM Health exchanges.

About the Presenter

Robert S. Tagalicod, Senior Advisor in the HHS Office of the Chief Information Officer

Over the last 15 years, Robert Tagalicod has been at the forefront of strategic federal efforts that include the development of the HHS IT Strategic Plan, the HHS Interoperability Roadmap, the Federal Health IT Strategic Plan, and the Centers for Medicare & Medicaid Services (CMS) E-Health Strategic Plan. Presently, Dr. Tagalicod is a Senior Advisor in the Department of Health and Human Services’ Office of the Chief Information Officer, overseeing the development of the Cyber/IT Workforce Recruitment Strategic Plan and a digital health business plan promoting data interoperability to address “edge use cases” that involve social determinants of health to improve equitable access to care.

Before coming to OCIO, he was the Director of CMS’ Office of eHealth Standards and Services (OESS) and that agency's Senior Agency Official for Privacy. In that capacity, he led and directed a $27 billion health IT effort as part of nationwide healthcare transformation under the American Recovery and Affordable Care Acts. This effort included the Medicare and Medicaid EHR Incentive Programs and Administrative Simplification including ICD-10 implementation. Dr. Tagalicod was also the Deputy Director and Acting Director of CMS’ Office of Communications. He helped spearhead the effort to consolidate CMS’ various communication efforts under one executive office comprising web and other digital consumer services such as Medicare.gov and mymedicare.com, and national public information campaigns highlighting Medicare Open Enrollment and the Health Insurance Exchanges under the Affordable Care Act, and the 1-800-MEDICARE call center.

Before he entered federal service, Dr. Tagalicod oversaw several healthcare initiatives for state and county health systems in California, and the University of California, San Francisco. In those settings, he successfully directed several efforts that address community, regional and national health equity, including working extensively in the Pacific Rim collaborating with HRSA, CDC, WHO, and global health officials on clinical workforce development. Dr. Tagalicod brings over 25 years of management practice in the areas of health policy and operations; communications; workforce development, training and education; enterprise program and data governance; and corporate finance. His first job: afterschool keypunch operator and IBM 1401.
